■年間約12万人の人々が訪れる福岡市民の身近な観光地、能古島に行き場のない猫達を保護するシェルター＆カフェを作りたい！

福岡市市街地から船にのってわずか10分 そこは博多湾に浮かぶ、周囲12キロの小さな島…能古島。

福岡の都市圏にありながら僅か10分の船旅で都会の喧騒を忘れられる、身近な行楽地です。

私はここに、行き場のない猫たちをたくさん迎え入れることが出来る、ネコシェルター&カフェを創りたいです。

殺処分を強いられる子も、災害で行き場がなくなってしまった子も、虐待に直面している地域の子もみんな受け入れが出来るシェルターです。

そして保護されて人間不信な猫達も、皆さまから可愛がられ、優しい性格に変わってゆき、やがて里親さん希望の方々にもらわれ更に幸せになります。

そんな行き場のない猫を受け入れ、送り出し、永続的に殺処分ゼロに大きく寄与するシェルターを ここ福岡の能古島に創りたいと私は考えています。

■能古島を選んだ理由

私は福岡市内に2店舗の猫カフェを経営しています。

猫達を本当に愛しこの先も永続的に猫と店（猫達のオウチ）を守ってゆきたいと思っておりますが、お客様が沢山おいでになってくださっている時ばかりではありません。

現状2店舗の年間来店者数は約3万人。一方の能古島の年間観光客数は驚くほどです。

中でも島の北部の位置する「能古島アイランドパーク」は福岡市民はもとより国内外の観光客の方が年間約12万人も訪れる人気スポットです。

このお客様が行き来する渡船場近くに位置するこのシェルターに、船を待つ間、猫と戯れ、美味しいカフェメニューを楽しんで行っていただければ、少なからず現状のカフェよりも経営が安定するのでは。そう思いました。

また、私たちを島の仲間にしていただくにあたって、島の皆さんにも喜んで頂ければという思いもありました。特産物を使ったスイーツを開発販売し、島の旅館とコラボしたツアーの提案など、島の発展に繋がる企画が一緒に出来れば。そういう思いもありました。

能古島でなければ、このシェルターは維持できない、そう思ったからです。

■どんなシェルターにしたいのか 

まず差し当たり、これまで一緒に頑張ってきた仲間、大名のワルオやハマちゃん、天神のあみちゃんなど、10歳を超える猫達の事が心配でなりませんでした。

彼らは人間でいうと60歳近く。きっと、陽がさんさんと降り注ぐ静かな部屋で、風を感じながらゆっくりしていたいのだろうな…と思いますし、そうしてあげたいと思っておりました。

そんな時見つけました。猫の楽園を！カリフォルニアの「The Cat House on the Kings」です。

画面の中の猫達は庭や室内で本当に幸せそうにしているのが見て取れたのです。

しかもここのシェルターは25年の歴史と飼育数約700匹。一体どうやってそれを実現しているのだろうと、この目で確かめるしかないと思いました。

実際に行ってみてまずこれは必須だと思ったのが、猫の状態によって空間を分けるという事です。

 高齢猫、怖がりさん、エイズ白血病の子の区分分けができ、静かな庭と室内で健やかに過ごしていました。

光と風と緑に溢れ、空調完備の室内で猫達はのんびり。ワルオ達にもそうしてやりたいと強く思いました。

そしてスタッフたちは常にローテーションで10人ほどで回しているとのこと。 

コヨーテが入って来ない様に２ｍほどのフェンスをめぐらせ、創設者のリ二アさんが寝泊まりしています。

運営費はすべて寄付。オマーンから受け入れた猫も居るというほど、世界中に賛同者と支援者が居て、スタッフはほとんどがボランティア。

私のシェルターでも、ボランティアさんが沢山集まってくれると嬉しいですが、まずは自力で、カフェ収入で運営してゆくことを選びます。

■日本にこれを創ろう。

そうしてまず、出来上がってきた私のイメージを、今回、道草工房の吉村さんに、素敵な施設完成予想パースに作り変えて頂きました。

とにかく日光浴できて、空間わけが可能、敷地一円に張り巡らされるフェンスの機能も兼ねる、という希望に対して、

ガラスの回廊のアイデアを出してくださいました。

そこはその機能もさることながら、非日常の空間や、スタイリッシュなキャットファーニチャーも楽しめる、

猫好きさんやインテリア好きさんにも楽しんで頂けるような素晴らしい構想が出来上がっております。

 猫達はそのフェンスの外には出ず、敷地内を自由に行き来できます。

フェンスに設置したカメラはスマホで確認でき、犯人も特定できるシステムを採用する予定です。

能古島にはトンビやカモメ、烏も多いので、子猫は庭に出しません。夜はすべての猫は室内で休ませます。

・施設構造について 

猫に応じた間仕切りも用意。素材はおしっこされてもしみ込むことなく、水分に強く、耐久性があるもの。

お客様は施設内に入る際、必ず消毒のマットの上を歩いていただく通路を作り、パルボウイルスのような致命的な感染症を防ぎます。

・医療処置について

一般の方、保護団体から受け入れる猫は7項目の医療処置を済ませて、証明書、医療処置明細付き領収書をご持参の上、無料にてお引き受けいたします。

また福岡市動物管理センターから受け入れる猫はキューリグ規定の医療処置をすべて動物管理センター側で実施してくださるとの事でお話は通っております。

それ以外の個々の医療処置については、姪浜や赤坂、博多区の協力病院にて治療してもらいます。

また更により良い方法で管理できるよう多方面に相談中でございます。

現状80匹に通院は私一人で賄えてます。あとはスタッフたちが日々投薬や状態報告を逐一してくれることによって円滑に機能しています。まずは店舗の子も含め少ない頭数からのスタートで、協力者が集まりさらにシステム構築がなされて初めて、頭数を増やしていこうと思っております。

・立地の持つマイナス点

能古島は博多湾の内海にあること。台風が来ると島には行けません。

緊急時は能古島に住んでいるスタッフや協力者に猫らのお世話の為、当直をお願いしております。

また、島には獣医が常駐しておりません。台風などの緊急時に医療処置が必要な時、協力病院に電話し応急処置を仰ぎ対応します。

現状店舗でも緊急時の対策としての最低限の応急処置は学んでおり、協力病院と連携をとり対処しております。

最後に。

建物のオーナーである能古島漁協さまより、仮賃貸契約を交わす予定でお話が進行中でございます。

建設費用の内訳は以下の通りです。

店舗部分修理改装費1750万円

土地建物賃貸諸費用400万円

什器、設備費 230万円

手数料、その他 160万円

当初2540万ほどを見込んでおりますが、足りない分を募集させて頂いております。

We are trying build a cat shelter & cafe on Noko Island which is a famous sightseeing area close to us. 120,000 people visit Noko Island every year.

Our goal is to stop euthanasia of stray cats by providing them shelter and sending them to foster families.

Noko Island is a little island in Hakata Bay with a 12 km perimeter and is only a 12 min. boat ride from Fukuoka. It is a popular and quiet island.

Another goal is to build a shelter that can accept any cat, which has been abused, abandoned, lost in an disaster or was scheduled to be euthanized.

Cats that have experienced these horrors become feral and do not trust humans. However, over time, they over come these fears.

When we build the cat shelter on Noko Island, we will accept cats that have no place to go and place them in foster families. By doing so, it is our dream to make the number of cats that are going to be euthanized to none.

Why did we pick Noko Island ?

Currently, we run two cafes located in Fukuoka City. Both near the Tenjin station of the Nishitetsu line. We love our cats at the cafes and we hope that we can keep these cafes forever, which also serve as the cat's house. We approximately have 30,000 customers per year. We would like to attract more customers by creating a cafe at Noko Island because 120,000 people every year from Fukuoka City or foreigners visit Noko Island Park, which is very popular. Noko Island Park is located on the north part of the island. We can create a cafe where people can relieve their stress while they wait for their boats.

Also, we think the people who live in Noko Island will be pleased if we create a cafe menu with Noko Island products and create travel plans with hotel businesses on Noko Island. We would love it if we can make the island more prosperous. We don't think we can create a new cat shelter at other place than Noko Island.

What kind of shelter will we build ?

We own two cats Waruo and Ayumi. They are 10 years old. (60 years old in HUMAN years) They have been around since we opened the two cafes in Fukuoka. We can imagine that they want a quiet and sunny room where they feel the breeze from the windows. We were constantly worrying about their ages and We were already thinking of providing more open space for them.

Then, One Day, we found "The Cat House of the Kings" in Fresno CA.

The cats in the web site looked very happy in the yard or inside.  The shelter has been running for 25 years and kept 700 cats.  We had to go and see how the shelter is run.

When we come to the shelter, we learned that the cats lived separated.  Older cats, feral cats, cats that have AIDS or cats with Leukemia live separated and spend time in quiet spacious rooms and yards. The cats feel the sun, wind and green.

The House of the Kings has 10 staff members and they shift working time periods.  Most of them are volunteers.

The founder, Lynea lives in the shelter. It has a 2 m high fence around so that coyotes won't come in. The shelter is dependent on donations. There are many donors and supporters all over the world. We would like to make the same kind of shelter in Japan.

If volunteers come to help our dream shelter, that would be nice.  But our initial plan is to run the shelter on income from our new cafe.

My cats will roam freely and safely in the yards without going out because the tall fence won't let cat enemies get in.  We would set a security system in which the security cameras put on the fences send images to staff's cell phones and we can identify what is going on.  We would not let our kitten go out because Noko Island has black kites and seagulls which prey on kittens.  All cats would be housed inside on all nights.

As for the building:

We would use partition panels to separate cats.  The material of the partition would be sturdy and non-absorbent so that cats' urine won't soak in.

We would build a hallway where comers walk on sanitizing mats so that we prevent deadly Parvovirus won't come into the shelter.

We would accept cats free of charge if they finish the 7 required medical treatments and come with certificates, specification, and receipts.  

The Animal Control Center in Fukuoka would complete all kinds of medical treatments before sending their cats to the shelter.  Other Animal Hospitals at Meinohama, Akasaka and Hakata would help each cat to finish all the treatments.

We still talk to other organizations to find better ways to control medical treatments for cats.

We currently have 80 cats and manage to bring my sick cats to animal hospitals.  My staff members give medicine to sick cats and report cats' conditions to me.  We would start with a small number of cats and increase the number after we get enough supporters and secured systems.

What are negatives?

Noko Island is an island only boats can bring people.  So, we can't go there when Typhoon comes.

My staff members and supporters would stay over the shelter on time of emergency so that they can take care of specific cats.

No animal doctor lives in Noko Island.  We would need to call animal doctors at supporting hospitals when we need medical treatments.  We have already learned emergency treatments and got help from supporting animal hospitals.  

Finally,

We have been talking with the owner of the building, Noko Island Fishing Association and signing a contract with the Association to rent the building.
